FutureReady Pilot Project: Theory of Change
The FutureReady Pilot Project represents a youth-led regional workforce development initiative pioneered by the Global Shapers Community, Kampala Hub. This Theory of Change Information Guide outlines how the pilot will transform assumptions below into long-term outcomes through strategic interventions especially co-created pilot innovations. The project seeks to become a prominent youth-led future-proof, inclusive, and agile workforce development initiative pioneered by the Global Shapers Hubs in Africa and beyond.
Assumptions
  • Soft skills are the new currency:
    While technical expertise remains critical, skills such as analytical thinking, adaptability, leadership, and social influence are in rising demand and increasingly serve as the foundational currency for thriving in innovation-driven and dynamic job markets.
  • Youth-led entrepreneurship is on the rise:
    Across East Africa, young people are increasingly turning to SMEs, startups, and side hustles as viable, self-driven alternatives to traditional employment, creating job pathways where none exist.
  • Workforce development efforts are fragmented:
    Many youth skilling and work-readiness initiatives across the region remain disconnected, duplicative, and poorly aligned with market realities — limiting their long-term impact and leaving valuable grassroots innovations under-leveraged.

  • Committed Ambassadors (Players from the following workforce infrastructure categories; Education & Skills Training Systems; Technical Vocational Education & Training; Digital & Soft Skilling Programs; Labor Market Systems; Infrastructure & Tech Access; Policy & Governance; and Entrepreneurship & MSME Ecosystem )
  • Technology tools for repository and collaboration.
  • Strategic funding and in-kind support (public, private or development sector)
Pre-Conditions
  • Cross-hub collaboration commitment:
    Active Global Shapers Hubs across East Africa are willing to nominate focal Shapers who will lead, coordinate, and co-host activities throughout the pilot phase.
  • Participation of ecosystem stakeholders:
    Two key groups—(1) work ecosystem actors (e.g., employers, infrastructure providers) and (2) early professionals (e.g., graduates, freelancers, small business owners)—are available and willing to participate as Ambassadors and Learners to shape and test pilot outputs.
  • Establishment of hybrid collaboration spaces:
    The nominated focal Shapers are able to host co-creation environments (in-person or online) that serve as neutral convening points where Ambassadors and Learners can collaborate, test tools, and inform the regional curriculum and final deliverables.
Outputs
  • A Soft skills curriculum, that emphasizes core soft skills: adaptability, analytical thinking, emotional intelligence, leadership, and collaboration—designed for scalability and localization across different ecosystems.
  • A Project Roadmap - A document outlining tested approaches, ecosystem insights, implementation workflows, and scale recommendations, grounded in the 4-month pilot activities.
  • Documentary Film - A Visual narrative capturing the journey and key player voices.
Short-Term Outcomes
  • Onboarding of FutureReady Ambassadors (individuals embedded in national workforce infrastructure systems like TVET, education, policy, entrepreneurship, etc. - full list of systems below.)
  • Co-creation of national action plans by FutureReady Ambassadors.
  • A growing regional consortium of shaper hubs and stakeholders coalescing around shared workforce development goals.
Long-Term Outcomes
  • Activated & Engaged FutureReady Project Hubs leading ecosystem-level change and reforms
  • Establishment of an FutureReady Project Regional Secretariat or shared governance body.
  • Project Ambassadors or fellows becoming workforce ecosystem catalysts.
  • Data-driven policy recommendations, pilot innovations, and partnerships scaled across countries.
  • Improved alignment between workforce preparation systems and future-of-work demands in the region.
